Abstract
Siyaset ve ona karşı birey veya toplumun izlediği tutum ve davranışlar sadece günümüz siyaset biliminin değil tarih boyunca siyasete kafa yoran herkesin üzerinde durduğu bir konudur. Zira birey ve toplum kendisini ilgilendiren her konu ve onun oluşum sürecine müdahil olmak istemektedir. Genel olarak siyasal katılım olarak kavramlaşan bu durum her ne rejim ile yönetilirse yönetilsin tüm devletlerde söz konusudur. Dolayısıyla siyasal katılım sadece demokratik rejimlere has bir durum değildir. Ancak bununla beraber siyasal katılım demokrasinin olmazsa olmazına dönüşmüş durumdadır. Bunun en önemli nedeni halk tarafından yönetim manasına gelen demokrasinin sağlığı açısından en önemli olgu halkın optimum seviyede siyasete katılmasıdır. Bu çerçevede siyasal katılım ile ilgili çalışma yapan bilim insanları kavramı birçok açıdan ele almıştır. Nitekim yapılan tasnif ve taksimlerin en önemlilerinden biri de makalemizin ana konusunu teşkil eden siyasal katılım kademeleridir. Çalışmada siyasal katılım kademelerini toplumsal ve bireysel açıda ele alarak alana katkı yapmış önemli bilim insanlarının siyasal katılım kademeleri üzerinde durulacaktır. Son olarak mevzu bahis bilim insanlarından Lerner’in ortaya koyduğu kademeden bahsedilerek, özellikle yeni katılım araçları ve siyasal katılım kavramının yaşadığı genişleme göz önüne alınarak yeniden kurgulanmaya çalışılmıştır.

Abstract
Politics and the attitudes and behaviors of the individual or the society towards it is not only a subject of political science, but also of all those who think about politics throughout history. Because the individual and the society want to be involved in every matter that concerns them and its formation process. This situation, which is generally understood as political participation, is governed by all regimes, whatever it is governed by the regime. Therefore, political participation is not unique to democratic regimes. Nevertheless, political participation has become a must for democracy. The most important reason for this is the participation of the people in politics at the optimum level in terms of the health of democracy which means management by the public. Within this framework, scientists who work on political participation have studied the concept in many ways. As a matter of fact, one of the most important classifications and taksims is the political participation levels which constitute the main subject of our article. The study will focus on the political participation levels of important scientists who have contributed to the field by addressing the political participation levels in social and individual perspectives. Finally, it is mentioned that Lerner, who is one of the scientists, has tried to be reconstructed by taking into account the new participation tools and the expansion of the concept of political participation.
