Clothing as a live element of material culture constitutes a non-static and open structure toward change which determines the culture, economic situation, social status, gender and social rank of the people living in a society. At first, clothing was used as a preservation against external factors, but later it was beyond the preservation instinct with the development stages of the humanity, and it became a necessity which gained moral and social meaning and played an important role in establishing the social identity. Today, the garment firms and fashion designers keeping the economic power globally re-market the ‘şalvar’ which is a traditional Turkish clothing and transfer it via cartel companies, media, televisions and communication network in a new style. These products which are gained to the fashion in a different way from their own contexts help the traditional be introduced and marketed but they also create a culture based on standardization and “disposable” with a global understanding. In this study, the purpose of the use of ‘şalvar’, which is used in various parts of Anatolia, in Çukurova region will be investigated in terms of social, economic and political aspects. Regarding its reproduction in a different context, it will be tried to make a deduction from the concept “Culture Industry” which was defined by Theodor Adorno who makes sociological inferences about the culture formed in modern capitalist system and the mindset following it.

Preservation of the industrial heritage is an important part of the development gains achieved by the protection of historical environments. Within the context of industrial heritage, traditional forms of production are local cultural values and disappear due to technological developments. The revitalization of abandoned traditional forms of production or being part of a conservation planning to be developed on a regional scale will contribute to the preservation of these values and to ensure the protection consciousness of the society in the settlement and to contribute to the economy of the region and the country. If the consciousness of protection is an advanced society, it will fulfill its duty of transferring cultural values to future generations by understanding its responsibility. This responsibility, abandoned the traditional form of production in Turkey bulgurculuk Mut bulgurhouses and is discussed in the article as a cultural heritage landscape that creates production. The amount of wheat and barley grown in the past is high, but it is insufficient to be processed and marketed as various products. While there is enough wheat in Karaman, climatic conditions are not suitable for traditional bulgur production. The process of drying in the sun during the processing of wheat is the starting point of Mut bulgurculuğunu. In the middle of the twentieth century, the bulgurism, which began at Mut mak, was firstly carried out in various parts of the district, then on Bulgucular Sokak for nearly a century, and with the introduction of machine production at the beginning of the twenty-first century, traditional bulgurism almost disappeared. Although it is not used today, the traditional bulgurhouses buildings in Bulgucular Sokak and the machines inside it, the barns and warehouses of the side business cattle breeding, the housing of workers, employers and other people living in the neighborhood, social texture and urban landscape elements should be protected as production heritage. These values, which have disappeared over time, can be preserved with an integrated planning approach compatible with the upper-scale environmental plan plans, together with all the necessary areas of conservation, by introducing the main theme of a conservation plan to be proposed for the whole of the district. As a result of the tourism income to be obtained as a result of district, regional and national economy can contribute. In this context; Mut has been introduced to the production legacy and the importance of the conservation planning for the whole of the Mut district has been emphasized.

The glass of African human right system has too often been seen as half-empty rather than as half-full. Just as almost every commentator on the workings of the European human rights system has praised it in superlative terms, almost every commentator has described the African system as weak and Ineffectual. It has been subjected to much criticism for the vague language in which the various rights have been couched, the over-broad claw-back clauses, the inclusion of non-traditional peoples' right and for the weak, politically controlled mechanisms provided for its enforcement. Be that at it may, the African human right system has its own strong side. It can be viewed as an endorsement of the idea of interdependence and indivisibility of the various kinds of rights, which are traditionally classified into discrete groups and viewed as having their own character and enforcement potential. African Charter on Human and Peoples' Right is the only regional human rights instrument to incorporate third generation rights (rights of solidarity). Unlike all regional and international human right instruments, it does not provide a general derogation clause. This paper provides a descriptive overview of African human right system along with its weakness and strengths. The paper thus attempts to cover a wider spectrum of issues, and its purpose is not to discuss each issue in detail, but to forward an overview and offer some insights on the African Human Right system.
